INTRODUCTION

The 2022 Malaysian Budget Proposals will be announced and tabled in Parliament on Friday, 29 October 2021 by the Minister of Finance. The theme for this year’s Budget Proposals is in line with the Government’s focus on strengthening the country’s economy. Join us at this year’s CTIM Budget Seminars which will provide participants with a practical understanding of the key tax changes presented in 2022 Budget Proposals.

PROFILE(s)

Farah Rosley is the Malaysia Tax Markets Leader of Ernst & Young Tax Consultants Sdn Bhd. She has more than 20 years of experience handling tax consulting and advisory including tax structuring, tax reviews, incentives, tax audits and investigations and transfer pricing assignments, covering a range of industry sectors. Farah has worked closely with government authorities and agencies on various taxation matters for local and multinational corporations. She also has had engagements at government consultation meetings and been invited to attend task force on tax policy matters. Farah is currently the President and Fellow member of CTIM.

S Saravana Kumar is a Tax Lawyer & Head of Tax, SST & Customs at the law firm Rosli Dahlan Saravana Partnership. He hold an LL.M Taxation from the London School of Economics. Saravana has been recognised as one of the leading lawyers by Asialaw Profiles 2019 and has been named one of the 40 leading lawyers under 40 in Asia by Asian Legal Business. He was recently named as one of the top 100 lawyers in Malaysia in 2020 by Asia Business Law Journal.

Soh Lian Seng leads the Tax Dispute Resolution practice at KPMG in Malaysia, and brings over 25 years of experience advising local and multinational corporations on tax advisory and compliance, specialising on tax audit and investigations across different sectors. His negotiation skills and problem solving acumen are well recognised by clients, supported by the numerous resolved cases Lian Seng has secured in major dispute resolution engagements. He is a Council Member of CTIM and Chairman of its audits and investigations working group.

Surin Segar is a Senior Executive Vice President at Maybank where he is responsible for everything on taxation at the Group. He is also Vice President of CPA Australia divisional council and a member of the Appointments Council of CPA Australia. He Chairs the tax committees at the Association of Banks and the Malaysian Investment Banking Association, while being a tax committee member at Malaysian Institute of Accountants and CPA Australia. He is also on the ACCA Global Tax Forum and a member of the Industry Advisory Panel of the Asia Pacific University.

Tan Hooi Beng is the Deputy Managing Director, International Tax Leader and Tax Technical Leader of Deloitte Malaysia. He has more than 22 years of experience in cross-border taxation and has vast experience in advising multinational corporations on corporate structuring and restructuring, mergers and acquisitions, international offshore financial centres, business model optimization, tax treaties and cross-border taxation generally. He is a Council Member of CTIM.

Tn Haji Abd Halim Bin Husin was elected as the President at the Dewan Melayu’s 54th Annual General Meeting on 26 February 2020. He is a member of the National Economic Action Council (NEAC), Vice President of National Chamber of Commerce and Industry Malaysia (NCCIM) and was a member of the Wawasan Kemakmuran Bersama (WKB2030). Abd Halim is a chartered accountant who is the Managing Partner of AA Associates, a firm he founded in year 2000. He obtained his Bachelor of Accounting from the International Islamic University, Malaysia (IIUM). He is a member of the Asean Chartered Accountants (ACA) and the CPA Australia and in 2019 passed the first batch of Certified Professional Syariah Auditor (CPSA). Prior to running his own practice, he gained his experience from KPMG, an international accounting firm covering a wide spectrum of clients from large manufacturing firms to small and medium sized industries. To date, he has over 20 years’ experience in the field of accounting, auditing, taxation and consulting. Abd Halim was an elected Council Member of the Malaysian Institute of Accountants (MIA) for 2007-2009 tenure, the past Chairman for MIA Melaka Branch and served as a member of various committees in MIA, as the Vice Chairman of the Chartered Institute of Taxation Malaysia (CTIM), Melaka Branch and past committee member of Association of Malay Chartered Accountants (AMCAF).

Vijey M Krishnan has about 25 years of experience in tax matters. He joined Raja, Darryl & Loh in 1999 and heads the revenue law practice group there. He regularly appears before the Special Commissioners of Income Tax, the Customs Appeal Tribunal, the High Court and the Court of Appeal on major points of tax law. Vijey has consistently been recommended in the area of Tax in publications such as The Asia Pacific Legal 500, the Tax Directors Handbook and Chambers Asia Pacific. He is listed as a Leading Individual in the area of Tax in Chambers Asia Pacific and as a Leading Lawyer in Asialaw Profiles. In 2019-2021, the Asia Business Law Journal lists Vijey as one of the top 100 lawyers practising in Malaysia. Vijey is has been involved in various tax committees and is Deputy Chairman of the Tax Sub-Committee of the Malaysian Bar.

Vijayen Nagalingham is currently holds the post of Deputy Director I, Large Taxpayer Branch, IRBM. He has over 18 years of experience handling tax audits and investigations in addressing tax issues of Large Taxpayer Corporations and High Net Worth Individuals. He has served at Cheras Branch, Kuala Lumpur Investigation Branch and Special Task Department. He is also a trained auditor by HMRC, London under Common wealth Tax Auditors Course. Mr Vijayen has been a regular speaker at various in house and external events hosted by IRBM in various states in
Malaysia. He has also been on numerous occasions invited as speaker by external organisations on tax related topics. He is a member of CTIM, Certified Tax Investigator & Certified Anti-Money Laundering Specialist.

Zen Chow is the Tax Practice Leader in YYC Group. He specialises in both direct and indirect Malaysian taxation. He has been involved in the tax compliance and tax advisory works for various industries and was a part-time lecturer for Malaysia Taxation in Universiti Tun Abdul Razak (UniRazak). He is Tax and GST Agent approved by MOF. Zen Chow graduated from Monash University with a Bachelor of Business and Commerce – double major in Accounting & Banking and Finance. He is a Chartered Accountant by profession after admission as a qualified member of the MIA and also a Council Member of CTIM.
