Terms of Reference

1. To provide effective representation in dialogues with Government authorities on issues related to tax operation matters and public practice concerns affecting members, the business community, and the public.
2. To recommend to the Government effective proposals for the review of tax administration, and public practice standards. This includes promoting certainty, clarity, and transparency in tax and licensing systems, and for the simplification of both taxation and licensing processes.
3. To issue timely tax information circulars and professional public practice information circulars to members. This includes providing guidance notes and relevant technical publications on both tax operations and public practice matters when necessary.
4. To recommend a code of best practices for members, with a view to assisting them in dealing with the clients and authority professionally as well as ethical issues faced in their practice.
5. To review the criteria for the issuance of the Public Practice Certificate.
6. To consider and address matters affecting tax practitioners and the public practice profession, including reviewing and recommending changes to tax agent licensing procedures and the management of public practice issues such as risk management, revenue and cost management, and staff recruitment and retention.
7. To consider and address tax operation matters such as TAeF, e-Services, MyTax, MITRS, e-Invoice, Systems-related issues, etc.
