PROFILE(s)

YBhg. Datuk Dr. Abu Tariq bin Jamaluddin is presently the Chief Executive Officer of the Inland Revenue Board of Malaysia. Prior to his current post, he was the Deputy Chief Executive Officer (Compliance), having oversight of the investigation, audit and intelligence arms of the Board. A qualified lawyer and having served the Board for over 27 years, he has extensive advisory, litigation and drafting experience in all aspects of tax laws and has represented the Director General of Inland Revenue before the Special Commissioners of Income Tax and at the superior courts of Malaysia in many landmark cases. Abu Tariq was instrumental in setting-up the Dispute Resolution Panel, an initiative introduced to expedite tax appeals by taxpayers and was its first Chairman. He is also technically experienced having been involved significantly since 1997 in the drafting of laws to cater to Malaysia’s annual national budget. In pursuit of the Board’s mission and objectives, he advocates a fair, independent and transparent approach to activities under his purview. He is often seen as a speaker and panelist on the national and international taxation conferences’ circuit.
Chow Chee Yen is currently the President of the Chartered Tax Institute of Malaysia (CTIM) and the Senior Executive Director of Grant Thornton Malaysia. He has more than 30 years of tax experience and was involved in tax engagements concerning cross-border transactions, tax diligence review, restructuring schemes, corporate tax planning, group tax review, inbound investments, and good and services tax (GST). Chee Yen’s expertise is in high demand and he is a prolific trainer/facilitator for tax workshops and seminars organised by professional bodies in Malaysia. In addition, he conducts in-house training for a government ministry, professional firms, and corporations as well as guest speaker for national and international conferences. He is a Fellow Member of The Association of Chartered Certified Accountants (FCCA) and a Chartered Accountant of the Malaysian Institute of Accountants (CA).
Anil Kumar Puri has over 20 years of tax experience and leads the EY International Corporate Tax Advisory and Tax technical teams in Malaysia. He has been involved in numerous cross border advisory engagements (both inbound and outbound), particularly in relation to tax and regulatory issues that companies investing in Malaysia and abroad face. These issues include the impact of the OECD’s BEPS action plans and the BEPS 2.0 project on holding and transactional structures, regulatory and licensing approvals, withholding taxes, tax incentives, the structuring of operations in a business-focused and tax-efficient manner and exit strategies.
Dr. Rasyidah binti Che Rosli is currently the Director of Operations Policy Section, Tax Operations Department, Inland Revenue Board of Malaysia (HASiL). She has served with HASiL for more than 17 years and been involved in various field including e-Invoicing implementation in IRBM, tax compliance for corporate and individuals as well as being involved with the implementation of data analytics. She has co-authored 2 publications on tax and has presented at tax conferences locally and internationally. Dr. Rasyidah has a PhD in Accounting (Taxation) and holds a Master in Forensic Accounting & Financial Criminology and a Degree in Accounting.
Harvindar Singh is a Fellow of Chartered Association of Certified Accountants and is a member of the Malaysian Institute of Accountants (MIA) as well as the Chartered Tax Institute of Malaysia (CTIM). Harvindar was attached to the firms of PWC and E&Y as a tax consultant and is currently the Managing Partner of Harvey & Associates, a boutique firm that specialises in taxation consulting services as well as the Tax Partner in SCS Global Consulting (M) Sdn Bhd. Harvindar has more than 29 years of extensive experience in taxation advisory, transfer pricing documentation preparation, tax planning as well as tax audits and investigations and he serves as a Tax Specialist to numerous corporate entities such as SK International (M) Sdn Bhd and other MNEs and organisations. He is currently serving as the Chairman of the Editorial Board of the Budget Commentary and Tax Information Booklet which is produced jointly by MIA, CTIM and MICPA. Mr Harvindar is a Council Member of CTIM.
Koo Kian Ming specialises in income tax in particular corporate income tax. His clients consist of local and multinational companies from a wide range of industries. Besides handling tax compliance work for his clients, he regularly advises his clients on various tax issues on areas such as restructuring of companies, inbound and outbound investments and tax efficiency. He is currently an Executive Director at BDO Tax Services Sdn Bhd. He is a Council Member of CTIM.
Mohd Nakhafi bin Hassan is the Section Head, Direct Tax Policy of the Tax Division at Ministry of Finance and leads the team in formulating and reviewing corporate and individual tax, petroleum income tax, real property gains tax, and stamp duty policies. He Joined the civil service in 2003 and has held various positions with the Immigration Department, Ministry of Home Affairs, and had some operational experience in the area of Government procurement. Prior to this, he was with a leading accounting firm and a subsidiary of Johor state development corporation. Mohd Nakhafi holds a degree in Accounting and Financial Management from the UK and completed his post degree education in Islamic Finance from INCEIF, KL in 2017.
Nooriah bin Mohd Mainuri holds a Master of Law (LLM) from Universiti Kebangsaan Malaysia. She began her career in 1999 with the IRBM Cheras Branch followed by a stint at the Petaling Jaya Investigation Branch. From 2009 to 2012, she served the Malaysian Tax Academy at the Law Training Centre and the International Training and Tax Education Centre. She was later assigned to the Department of International Taxation on tax treaty until early 2024. She is currently the Director of Policy and Operations Monitoring Division, Tax Operations Department, IRBM.
Norhaslinda binti Bukhari started her career in Inland Revenue Board of Malaysia in 1998. Currently, she is a Director of Manufacturing and Primary Industry Division, Tax Policy Department. She has more than 20 years experience in various branches and departments including Malaysian Tax Academy. Additionally, she also a Member of IRBM Budget Drafting Committee from 2017 until 2023. She holds Master of Accounting, Universiti Kebangsaan Malaysia and Bachelors of Accountancy (Hons), Universiti Utara Malaysia.
Soh Lian Seng who has over 25 years of professional experience heads the KPMG Tax Services practice in Malaysia with a focus on bringing professional acumen, capabilities, connectivity, and technology-powered solutions to the most complex business challenges and transformation projects that tax leaders face. He also leads the firm’s Tax Dispute Resolution practice and has extensive experience in advising local and multinational corporations on tax advisory and compliance, specializing in tax audit and investigation across different sectors. Lian Seng is also trusted to lead KPMG’s Tax Dispute Resolution & Controversy across the Asia Pacific, to drive a collaborative approach to provide value-added services to regional and global clients. Lian Seng maintains a close working relationship with multiple government agencies, namely the Ministry of Finance (MOF), the Malaysian Investment Development Authority (MIDA), and the Ministry of International Trade and Industry (MITI). He is the Deputy President of CTIM and Chairman of its Audit & Investigations Working Group. He is a seasoned speaker and moderator at tax seminars and has contributed numerous articles and commentaries to mainstream media on topical and tax-related issues.
Steve Chia is a Council Member of CTIM and a Fellow of the Chartered Association of Certified Accountants (UK). He has over 22 years of experience within the tax practice and has undertaken high-value tax and business consulting projects for local conglomerates as well as multinational clients in various industries including property, infrastructure, logistics, manufacturing, trading, construction, as well as education. He has conducted client workshops and seminars on taxation matters as well is currently, a tax examiner for a leading UK professional body. Steve is a Tax Partner of PricewaterhouseCoopers Taxation Services Sdn. Bhd.
YBhg. Tan Sri Dato’ Soh Thian Lai is the President of the Federation of Malaysian Manufacturers. He is also Vice President of the National Chamber of Commerce & Industry Malaysia. And, he also serves on the Board of Directors of the Malaysian Investment Development Authority (MIDA), and is the Chairman of the Audit Committee of MIDA. He is also a Board Member of the Malaysian Qualifications Agency (MQA).YBhg. Tan Sri Dato’ Soh serves on several key national level councils namely the National Employment Council (NEC), National TVET Council (MTVET), National Science Council and the Malaysian Standard & Accreditation Council. He is also a member of the Malaysian Steel Council (MSC) and member of PEMUDAH (Special Task Force To Facilitate Business), Prime Minister’s Office. Tan Sri also sits as Council member of Economic Action Council (EAC), chaired by YAB Prime Minister.YBhg. Tan Sri Dato’ Soh has 35 years of experience in corporate management and currently the Group Executive Deputy Chairman of YKGI Holdings Bhd, specialising on roofing products & building materials with operations in West Malaysia, Sabah and Sarawak.
