Soh Lian Seng is currently the President of the Chartered Tax Institute of Malaysia and leads the Tax practice at KPMG in Malaysia following his appointment to the firm’s Executive Committee leadership on 1 January 2022. As KPMG’s Head of Tax in Malaysia, he brings over 33 years of professional acumen and capabilities to help clients navigate the most complex business challenges and transformation projects that tax leaders face. Lian Seng pioneered the Malaysian firm’s Tax Dispute Resolution service unit in 1999 and has since built a reputation within the Malaysia tax fraternity for his negotiation and problem-solving expertise in challenging tax audit and investigation cases. Under his leadership, KPMG Tax Services in Malaysia was named the 2019 Tax Dispute & Resolution Firm of the Year by the International Tax Review. In the course of his career, Lian Seng has developed strong and mutually respected ties with various authorities including the Inland Revenue Board of Malaysia, the Tax Policy Division of the Ministry of Finance, and other government agencies such as the Malaysian Investment Development Authority (MIDA) and the Malaysia Digital Economy Corporation (MDEC). He has also contributed to the development of tax laws and regulations in Malaysia. Lian Seng is a licensed tax agent approved by the Ministry of Finance under section 153 of Income Tax Act, 1967. He is certified as a Fellow Member of CTIM, an associate member of the Institute of Internal Auditors, Malaysia (IIAM) and an affiliate member of the Malaysian Institute of Chartered Secretaries and Administrators (MAICSA).
Shaharrudy bin Othman holds a Master of Management from International Islamic University of Malaysia. He joined IRBM in 1999, and has served in various areas of tax administration, including stints in audit, investigation, tax policy, international taxation and management of branch and state offices. He currently serves as Deputy CEO of Tax Operations.
Koo Kian Ming specialises in income tax in particular corporate income tax. His clients consist of local and multinational companies from a wide range of industries. Besides handling tax compliance work for his clients, he regularly advises his clients on various tax issues on areas such as restructuring of companies, inbound and outbound investments and tax efficiency. He is currently an Executive Director at BDO Tax Services Sdn Bhd. He is a Council Member of CTIM.
Evelyn Lee has over 25 years’ working experience in taxation, servicing mainly multinational companies and local conglomerates in industries such as manufacturing, electronics and semiconductors, property development and construction and hotel. Other than annual tax compliance assignments, her experience includes tax planning and advisory work for clientele ranging from trading, manufacturing and property development companies, tax audits, tax investigations and tax diagnostic review exercises, corporate tax planning of mergers, acquisitions and divestment of Companies, performance of tax due diligence of various companies and applications for tax incentives and exemption of Real Property Gains Tax and Stamp Duties. She is a Fellow member of the Institute of FCIS, an Associate member of CTIM, and a licensed tax agent.
Yong Mei Sim has served over 35 years in the IRB and held the last position as the Principal Assistant Director of the Penang branch, before retiring in 2016. She obtained a Bachelor of Science Degree majoring in Economics with a Second Class Upper from the University Science of Malaysia in Penang. She was later awarded the prestigious JPA scholarship to pursue and successfully completed her Master’s of Science in Taxation from the Golden Gate University in San Francisco, USA. During her tenure in office, she has been, inter alia, an audit manager in charge of the Payroll Taxes Unit, Field Audit and Desk Audit Unit. She had actively assisted the Federal Councils of the IRB in handling tax litigation cases. Among the landmark tax litigation cases which she was directly involved are ICTSB vs DGIR, PSSB vs DGIR and Marigold (M) Sdn Bhd vs DGIR. With her vast knowledge and experience in the field of Malaysian taxation, she has been invited by the IRB and other professional bodies to speak extensively around the country and to share her valuable experience and expertise on income tax updates and all other relevant taxation matters.
Bacho bin Abdul Karim Starting his career in 1998 at the Inland Revenue Board of Malaysia (IRBM), he was appointed as an Assessment Officer at the Kuala Lumpur Branch. With a vast knowledge of the operations and administration of direct taxes in Malaysia, he has served in multi-divisions and branches in IRBM. He served many positions, including Principal Assistant Director of Tax Policy Department in the Appeal Division, Director of Tax Review and Drafting Division of the Tax Review and Drafting Department, and other major tax operational functions as director in Keningau, Sandakan and Kuala Lumpur City branches where his responsibilities involved evaluation and analysis of tax policy, drafting policy proposals, managing key performance indicator and implementation of strategic planning to achieve IRBM’s vision. He received his Master of Management Science and Bachelor of Economics degrees from the University of Utara Malaysia. He received his Advance Diploma in Public Management from the National Institute of Public Administration in Malaysia and Advance Tax Diploma from the Malaysia Tax Academy.
Eugene Chow Jan Liang is an Executive Director with Deloitte Malaysia. He has over 20 years of experience in providing Business Process Solutions, which include accounting, staff secondment, human resource management, payroll, bookkeeping, deferred tax computation and statutory accounts preparation services. He has served clients, both listed and privately owned in a range of business sectors including manufacturing, plantations, education, healthcare and food & beverage. He has also undertaken various cross border projects including privatisations involving UK and, Australia. Over the past few months, he has advised several multinational companies involved in manufacturing, IT solutions, education, direct-selling including a few large Japanese businesses on e-invoicing implementation. He also leads the Deloitte middleware solution implementation and offering to clients.
Lee Boon Hooi is an Executive Director of Tax at BDO in Malaysia. She has over 20 years’ experience in tax practice. She has extensive experience in managing tax affairs of both Malaysian and multinational companies involved in manufacturing, property development, construction, hotel & tourism, private hospital, retail and services industries. Her key areas of expertise include tax compliance, tax audit and investigation, transfer pricing, tax related advisory and assist businesses in handling tax disputes. She has also involved in numerous GST and indirect tax advisory assignments.
